Although Paramecia is one of the most diverse Devil Fruit classes in One Piece, not every ability gives its user what it takes to dominate a fight.
In the world of One Piece, Devil Fruits can grant their users incredibly powerful abilities. Paramecia is the most diverse of the three main Devil Fruit categories, offering everything from body-altering powers to bizarre abilities capable of completely changing the course of a situation.
However, not every Paramecia Devil Fruit was designed for intense combat. Here are five of the weakest Paramecia Devil Fruits in One Piece.
5. Kibi Kibi no Mi

At first glance, Tama’s Kibi Kibi no Mi hardly seems like an ability designed for battle. After all, its strangest feature is simply allowing Tama to produce special dango from her cheeks. Despite that, the power became an important weapon during the Onigashima Raid in the Wano arc.
These dango can tame animals and those possessing SMILE powers, effectively turning enemy fighters into allies after they eat them. Tama’s ability helped shift the balance of the raid when numerous Gifters under Kaido switched sides. That is an enormous tactical advantage, but it requires the right circumstances to work. The target must actually eat the dango, and its effects are not permanent.
4. Kuku Kuku no Mi

The Kuku Kuku no Mi might sound like one of the most comical Devil Fruits based purely on its ability. Streusen can transform objects into food, and much of what viewers see him doing during the Whole Cake Island arc involves cooking and providing food for the Big Mom Pirates.
However, this Devil Fruit has a much more interesting side. Streusen once used its power on the collapsing Whole Cake Chateau, transforming the enormous structure into food and preventing its fall from becoming an even greater disaster. That moment demonstrated why the Kuku Kuku no Mi should not be dismissed as nothing more than a convenient cooking ability.
3. Beri Beri no Mi

Very Good’s Beri Beri no Mi is a perfect example of a Devil Fruit that can keep its user relatively safe without making them particularly dangerous. During the Enies Lobby arc, Very Good separates his body into numerous round pieces, making conventional physical attacks considerably less effective against him.
This trick gives the Devil Fruit a legitimate defensive advantage, but there is not much else to build upon. Splitting into smaller pieces does not suddenly give Very Good overwhelming speed or devastating offensive power. Against stronger opponents, particularly those using Haki or attacks capable of bypassing this unusual defense, the advantage becomes considerably less useful.
2. Fuku Fuku no Mi

Kin’emon’s Fuku Fuku no Mi is extremely useful when stealth and infiltration are the priorities. A leaf, stone, or another small object can be transformed into clothing, allowing him to quickly change someone’s appearance. The ability was used for disguises during the Punk Hazard and Dressrosa arcs and continued to prove useful throughout Wano.
The problem begins when disguises stop mattering and the actual fighting starts. The Devil Fruit itself does very little to increase Kin’emon’s offensive capabilities.
1. Jake Jake no Mi

The Jake Jake no Mi has one major weakness that is impossible to ignore: Kelly Funk cannot get much out of it when fighting alone. The Devil Fruit transforms him into a living jacket, allowing another person to “wear” him and giving Kelly control over that person’s body and physical strength. This bizarre ability was demonstrated during the battles at Dressrosa’s Corrida Colosseum.
That dependence is ultimately what determines its place on this list. A Devil Fruit can be strange, defensive, or highly situational and still have considerable value, but Kelly’s power requires another person before its main combat function can even be activated. Without someone to wear him, the Devil Fruit offers almost nothing in a one-on-one fight. Compared with Kin’emon, who can at least activate his ability whenever he wants, Kelly gains very little from his power while standing alone. That makes the Jake Jake no Mi the weakest Paramecia Devil Fruit on this list.
